Board Proceedings
The members of the public may address the Board on any item on this agenda. Pursuant to §3.2B of the Board’s bylaws, public participation at a meeting must be pre-scheduled and pre-approved by the Chairman. To obtain approval to speak at a Board Meeting, please contact Donna Duncan at 410-269-2851 or by email donna.duncan@maryland.gov no later than 5:00 pm the day before the meeting.
At this time, the State Board of Elections Meetings are being held by conference call and can be heard through a live stream video link that is accessed from the front page shortly before the scheduled meeting time. Public comments for the Board must be provided in writing and can be sent by email to donna.duncan@maryland.gov and info.sbe@maryland.gov. To ensure time for review, written comments should be received no later than 5:00 pm the day before the meeting.
State Board Meeting - June 28, 2022 at 2:30 pm
At its June 28, 2022, meeting, the State Board of Elections (SBE) approved the proposed adoption of Regulations 33.11.05.04 – Absentee Ballots and 33.16.06.04 – Provisional Voting. The Board also approved final Regulations 33.01.07.01 - .06
The Board approved emergency precinct and polling place changes for Baltimore City and Baltimore County.

State Board Meeting - June 2, 2022 at 2 pm
At its June 2, 2022, meeting, the State Board of Elections (SBE) approved the proposed adoption of Regulations 33.15.03, .04 & .07 – Precincts, Polling Places and Facilities. The Board also approved final adoption of Regulations to 33.14 – Administration of the Public Financing Act. The Board approved an emergency polling place change for Baltimore and Prince George’s counties.
Note: The board meeting stream cut off due to severe weather causing a power outage at the location. The board proceeded to go into closed session afterwards.

State Board Meeting - May 20, 2022 at 10:30 pm
Early Voting Center and Polling Place assignments and changes approval
On May 20, 2022, at 10:30 am, the State Board of Elections will meet to review proposed delayed assignments and changes to a July 7 to 14, 2022 early voting location and the July 19, 2022 primary election day voting locations. Redistricting litigation and implementation, as well as the change of dates for early voting and election day polling places created several final assignments past the April 19th deadline. Those changes for Anne Arundel, Baltimore, Frederick, Garrett, Harford, Howard, Montgomery, Prince George’s, Wicomico and Worcester counties.
The meeting will be held through Gotomeeting and live streamed. Requests to address the Board and submission of written public comment should be by 5 pm the day prior to the meeting and sent to donna.duncan@maryland.gov.

State Board Meeting - April 27, 2022 at 2:00 pm
At its April 27, 2022, meeting, the State Board of Elections (SBE) approved the proposed adoption of Regulations 33.14 – Administration of the Public Financing Act.
The Board approved replacement early voting sites for Anne Arundel, Baltimore, Caroline, Cecil, Charles, Frederick, Harford, Howard, Prince George’s and Worcester counties.

At its March 10, 2022, meeting, the State Board of Elections (SBE) approved the final adoption of Regulations 33.01.01.01 – Definitions – Mail-in ballot, mail-in voting, proof of residency for higher education dorms; 33.11.01.04 – Absentee Ballots – Location & Security – Ballot Drop Box considerations; 33.11.02.03 – Absentee Ballots – Informal Request – Incorporate existing requirement for military & overseas citizens; 33.11.02.05 – Absentee Ballots – Processing Applications & 33.11.03.06 – Absentee Ballot – Return; 33.17.02.02 – Early Voting – Early Voting Centers – Incorporate considerations for locations.
The Board adopted the proposed Regulations for Voting in Correctional Facilities – 33.01.07.01 – Definitions; 33.01.07.02 – Duties of the State Board; 33.01.07.03 – Duties of the Department of Public Safety & Correctional Services; 33.01.07.04 - Duties of the Baltimore City Board of Elections; 33.01.07.05 – Duties of the Local Correctional Facility and 33.01.07.06 – Duties of Eligible Voters.
