Board Proceedings
The members of the public may address the Board on any item on this agenda. Pursuant to §3.2B of the Board’s bylaws, public participation at a meeting must be pre-scheduled and pre-approved by the Chairman. To obtain approval to speak at a Board Meeting, please contact Donna Duncan at 410-269-2851 or by email donna.duncan@maryland.gov no later than 5:00 pm the day before the meeting.
At this time, the State Board of Elections Meetings are being held by conference call and can be heard through a live stream video link that is accessed from the front page shortly before the scheduled meeting time. Public comments for the Board must be provided in writing and can be sent by email to donna.duncan@maryland.gov and info.sbe@maryland.gov. To ensure time for review, written comments should be received no later than 5:00 pm the day before the meeting.
State Board Meeting - January 27, 2022 at 2:00 pm
At its January 27, 2022, 2 pm meeting, the State Board of Elections (SBE) will consider final adoption of Regulations 33.05.04.04 B3 & B5 – Voter Registration – Processing VRA’s.
The Board will consider approval of additional or new locations for early voting sites in Anne Arundel, Harford, Montgomery and Queen Anne’s counties.
The meeting will be held through GoToMeeting and live streamed but public input is limited with approval of the Chairman. Requests to address the Board and submission of written public comment should be submitted by 5 pm the day prior to the meeting and sent to donna.duncan@maryland.gov.

State Board Meeting - December 16, 2021 at 2:00 pm
At its December 16, 2021, 2 pm meeting, the State Board of Elections (SBE) will consider adoption of Regulations 33.13.07.02 – Campaign Finance – Authority Line – Electronic Media; 33.13.14.07 – Campaign Finance – Public Financing – Coordinated In-Kind Contributions and Transfers; 33.18.02 – Prohibited Acts; 33.20.08 – Disclosure by Persons Doing Public Business - Penalties.
The Board will also consider final adoption of changes to Regulations 33.01.01B – Definitions – Ballot Drop Box, 33.05.04.02C – Voter Registration – Processing Applications, 33.11.02.01D - Absentee Ballots - Applications, 33.11.03.08B – Absentee Ballots - Timely, 33.17.05.01C – Early Voting – Election Judges.
The Board will consider approval of additional or new locations for early voting sites in Baltimore City, Calvert, Carroll, Cecil, Charles, Frederick, Garrett, Howard, Montgomery, Prince George’s, St. Mary’s, Washington and Wicomico counties.
