Resolution No. 16-30 is for the purpose of amending the Baltimore City Charter to authorize the Mayor and City Council to, by ordinance, waive or modify certain procedures for awarding contracts and to assist local, small, or disadvantaged businesses by establishing programs that grant purchasing preferences to local, small, or disadvantaged businesses.
