Board Proceedings
The members of the public may address the Board on any item on this agenda. Pursuant to §3.2B of the Board’s bylaws, public participation at a meeting must be pre-scheduled and pre-approved by the Chairman. To obtain approval to speak at a Board Meeting, please contact Donna Duncan at 410-269-2851 or by email donna.duncan@maryland.gov no later than 5:00 pm the day before the meeting.
At this time, the State Board of Elections Meetings are being held by conference call and can be heard through a live stream video link that is accessed from the front page shortly before the scheduled meeting time. Public comments for the Board must be provided in writing and can be sent by email to donna.duncan@maryland.gov and info.sbe@maryland.gov. To ensure time for review, written comments should be received no later than 5:00 pm the day before the meeting.

State Board Meeting - October 26, 2022 at 2:00 pm
At its October 26, 2022, meeting, the State Board of Elections (SBE) approved the proposed adoption of Campaign Finance related Regulations 33.13.02.03, 33.13.10.01.04, 33.13.20.03, 33.13.22.01,.02.03.05.06.07, 33.13.23.01 - .11, 33.18.01.
The Board also approved final Regulations 33.07.04.02-Election Day Activities, 33.11.03.06-Absentee Ballots, 33.11.05.04 33.16.06.04-Rejecting Ballots, 33.15.03.03.04-Polling Place-Reassignment and 33.15.03.07.- Polling Place Alcohol Beverage License. They also approved final adoption of Regulations 33.14.01,.02,.03,.04.05-Camapagin Finance-Public Finance Program..

State Board Meeting - September 28, 2022 at 1:00 pm
At its September 28, 2022, meeting, the State Board of Elections (SBE) suspended COMAR 33.11.04.03(1) for the 2022 General Election. The Board also approved requests for increased ballot marking devices in Baltimore City, Caroline and Montgomery counties voting locations.

Emergency State Board Meeting - September 06, 2022 at 2:30 pm
At its September 6, 2022, meeting, the State Board of Elections (SBE) approved changes to early voting sites, polling place sites for multiple counties and Baltimore City. The Board also approved election dates for an extension for the certification and posting of the 2022 General Election ballots and corresponding the Judicial review of ballot errors to the Judicial review of the content and arrangement of the ballot – within 2 days after certification. (Pending litigation may change Baltimore City and Montgomery County ballots)

State Board Meeting - August 15, 2022 at 1:00 pm
At its August 15, 2022, meeting, the State Board of Elections (SBE) approved the proposed adoption of Regulations 33.11.04.04 – Absentee Ballots, certified the results of the 2022 primary election for State filed candidates and approved proposed polling place changes for Montgomery County.
The Board approved emergency precinct and polling place changes for Baltimore City and Baltimore County. More information about these recent actions is available here.

Emergency State Board Meeting - August 1, 2022 at 1:00 pm
Candidate appearing on general election ballot related deadline changes
On August 1, 2022, at 1:00 pm, the State Board of Elections will meet to review proposed changes to candidacy related deadlines. The proposed new deadlines include: August 16 – Deadline for winning candidate to decline nomination August 16 - Last day to remove a candidate’s name from the ballot due to a death or disqualification August 19 – Deadline for central committee to fill vacancy caused by declination of nomination
The meeting will be held through Gotomeeting and live streamed. Requests to address the Board and submission of written public comment should be by 5 pm the day prior to the meeting and sent to donna.duncan@maryland.gov.
