At the August 15, 2024 meeting, the State Board of Elections will vote to approve State Board bylaws and the delegation of duties to the State Administrator. They will review, discuss and approve proposed departmental legislation and they will vote on proposed final regulations for COMAR provisions:

- Regulation .05 under COMAR 33.17.06 Early Voting Activities
These notices of proposed action are open for a 30 day comment period which will end September 9, 2024. Additionally, at its June meeting, the State Board also initiated approved amendments to:

- Regulation .03 under COMAR 33.04.02.
These proposed actions will be published in the September 20, 2024 Maryland Register and will be open for public comments.

At the April 24, 2024 meeting, the State Board of Elections (SBE) will vote to approve bylaws of some local boards of elections. SBE will also consider approval of additional ballot marking devices requested by local boards of elections to be deployed during early voting and on election day.

State Board Meeting - Friday, March 22, 2024 at 2:30 PM
At the March 22, 2024 meeting, the State Board of Elections (SBE) will vote to approve emergency polling place changes submitted by a local board of elections in accordance with the Election Law Article. In conjunction with this request, SBE will vote to approve changes to the LBE polling place plans that are a result of the emergency polling place changes.
SBE will vote to approve bylaws of some local boards of elections. SBE will also consider approval of additional ballot marking devices requested by local boards of elections to be deployed during early voting and on election day.

State Board Meeting - Thursday, February 22, 2024 at 1:30 PM
A Notice of Proposed Action was published in the March 8, 2024 issue of the Maryland Register for the proposed amendments to Subtitle 11 only, for a 30 day comment period, which concluded on April 7, 2024. For the remaining proposed amendments, a Notice of Proposed Action was published in the June 30, 2023 issue of the Maryland Register for a 30 day comment period, which concluded on April 5, 2024.
Additionally, at its February meeting, the State Board also approved:
- Regulation .06 under COMAR 33.11.03;
- Regulation .03 under COMAR 33.11.04;
- Regulation .04 under COMAR 33.11.05; and
- Regulation .04 under COMAR 33.16.06.
These proposed regulations will be published in the August 25, 2023 edition of the Maryland Register.

State Board Meeting - August 29, 2023 at 1:00 pm
During the August 29, 2023 meeting of the State Board of Elections (SBE) approved final adoption of various COMAR regulations 33.02.03.01 - .04, 33.02.03.05, 33.12.02.01, 33.17.04.05.03, 33.17.07.01. 33.19.01.01 and 33.19.02.01. The Board also provided final adoption of Campaign Finance COMAR regulations 33.13.10.05 and 33.13.13.06.
SBE adopted proposed COMAR regulations for 33.11.03.06, 33.11.04.03, 33.15.03.02 and 33.16.06.04. Proposed regulation 33.11.05.04 was held for further discussion.
SBE held a discussion related to regulation 33.11.01.04 – Firearms and Ballot Boxes under Old Business and adopted only Section D of the proposed regulation. The Board requested additional information on Section E & F of the proposed regulations from the Assistant Attorney General for consideration in September.

Candidate appearing on general election ballot related deadline changes
On August 1, 2022, at 1:00 pm, the State Board of Elections will meet to review proposed changes to candidacy related deadlines. The proposed new deadlines include: August 16 – Deadline for winning candidate to decline nomination August 16 - Last day to remove a candidate’s name from the ballot due to a death or disqualification August 19 – Deadline for central committee to fill vacancy caused by declination of nomination

Early Voting Center and Polling Place assignments and changes approval
On May 20, 2022, at 10:30 am, the State Board of Elections will meet to review proposed delayed assignments and changes to a July 7 to 14, 2022 early voting location and the July 19, 2022 primary election day voting locations. Redistricting litigation and implementation, as well as the change of dates for early voting and election day polling places created several final assignments past the April 19th deadline. Those changes for Anne Arundel, Baltimore, Frederick, Garrett, Harford, Howard, Montgomery, Prince George’s, Wicomico and Worcester counties.

Notice of Action: On August 7, 2020, the State Board of Elections unanimously voted to approve the use of vote centers on election day. With vote centers, voters can vote at any vote center within the county where they reside instead of an assigned polling place. The proposal would open at least 360 vote centers on election day. Notice of Action: At its October 31, 2019, meeting, the State Board of Elections adopted proposed emergency regulations for Subtitle 17 – Early Voting and Subtitle 19 – Same Day Registration and Address Change. Additionally, the State Board adopted final regulations governing Subtitle 16 – Provisional Voting and Subtitle 19 – Same Day Registration and Address Change.
The State Board also approved new or proposed moves of early voting centers for Baltimore County, Charles County, Harford County, Queen Anne’s County, Talbot County and Somerset County. For Montgomery County, the State Board approved the move from St. Catherine’s Laboure Catholic Church to the Wheaton Library and Recreation Community Center. The State Board also approved the move within the Bohrer Park early voting center to the Gymnasium as proposed. State Board Vote on Emergency Polling Place Change - October 31, 2018
Notice of Action: On October 31, 2018, the State Board of Elections by email requested vote, approved an emergency change to the November 6, 2018 election day polling place for precincts 15-024 and 15-025 in Baltimore City from the Towanda Recreational Center at 4100 Towanda Ave. to the new election day polling place located next door at the Creative City Charter School #384 at 2810 Shirley Ave. The Board will ratify the email vote at the November 29, 2018 public meeting. The meeting will be held at 151 West Street, Annapolis, MD 21401.
Please check here for additional emergency polling place changes that are required prior to the Tuesday November 6, 2018 General Election.

State Board Meeting - October 26, 2017
Notice of Action: At its October 26, 2017, 2 p.m. meeting, the State Board of Elections approved early voting center actions for these counties: a second site for Carroll, a fourth site for Howard, and the relocation of the prior sites for Dorchester and Washington.
The Board approved the final adoption of regulations relating to provisional voting. See memo in the July 2017 board meeting material.
The Board adopted proposed regulations that allow the local board of canvassers to accept a provisional ballot, if prior to the provisional ballot canvass, an absentee and provisional ballot are received from the same individual.
The Board reviewed the Ballot Marking Device 2016 General Election implementation strategy and voted to continue the same implementation strategy for the 2018 election.
