Question A - Charter Amendment by Act of the County Council

Supplemental and Emergency Appropriations

Amend Sections 307, 308, and 310 of the County Charter to: allow the Council to approve a supplemental appropriation for any purpose, by vote of at least 6 Councilmembers, during the first half of a fiscal year, and redefine emergency appropriations as special appropriations, and broaden the reasons the Council may approve a special appropriation.

Question B - Charter Amendment by Act of the County Council

Merit System - Temporary Employees

Amend Section 401 of the County Charter to allow the County Council by law to exempt probationary, temporary, and term employees from some or all of the provisions of law governing the merit system, but require those employees to be recruited, selected, and promoted on the basis of demonstrated merit and fitness.

Question C - Charter Amendment by Petition

Term Limits - County Council and County Executive

Amend Sections 105 and 202 of the County Charter to limit the County Executive and members of the County Council to two consecutive terms in office, and provide that a County Executive and any member of the County Council who on December 2, 2002 will have served two or more consecutive terms cannot serve another successive term in the same office.
